Today in Assam cabinet meeting, many important decisions were taken regarding various developmental projects including Tinsukia, Chabua, Digboi etc. for several constituencies, GMC bond issued, land settlement for indigenous landless families in 16 districts, reservation of seats for government school students in government engineering college etc.


 Free rice

  • Rule 4 of the Assam Food Security Rules 2022 will be amended as part of the government's efforts to provide free rice to poor families
  • The proposed amendment will ensure that master ball employees of State Government, daily wage earners, retired Class IV employees of Central and State Governments and contractual employees with annual income below Rs. 4 lakh are eligible for benefits under NFSA-B

Relief to indigenous landless families in 16 districts


  • Under Mission Basundhaba 2.0, land will be disposed of in favor of indigenous landless families in Tinsukia, Sonitpur, Dibrugarh, Dhemaji, Charideo, Sibsagar, Jorhat, Golaghat, Nagaon, Barpeta, Kamrup, Kamrup (Metro), Bangagaon, Goalpara, Nalbari and Dhubri districts 'b
  • Land will be disposed of for 4,444 indigenous landless families in 16 districts in both urban and rural areas


Special opportunity for government school students


B.Tech for students studying in Government Schools (under SEBA) and Class XI and XII in Government Schools/Colleges/Provincial Colleges (under AHSEC) in Government Engineering Colleges with the aim of providing equal opportunities to students from different backgrounds 5% seats will be reserved in /BE courses



Partially decentralized paddy procurement in two district


* Assam Food and Civil Supplies Corporation Limited (AFCSCL) has launched partially decentralized paddy procurement (D) in Bangalore and Bishwanath districts at an estimated cost of Rs. 1.69 crore during the Khabif Marketing Season (KMS) 2023-24 to streamline the paddy procurement process CP) will implement the process


  • A tripartite agreement will be signed between the Government of Assam, Food Corporation of India and the Department of Food and Public Distribution, Government of India in this regard
  • Under the DCP system, the designated agency will purchase paddy from the farmers at MSP, mill the paddy at the designated paddy mill and send the rice to the designated warehouse. The distribution process will be undertaken by the Commissioner of Civil Supplies and Consumer Affairs through Designated Affordable Price Shops (FPS).
  • Purchase targets: 1. Bangalore-14,000 MT and the estimated collection of paddy at 67% is 9,380 MT,               2.Bishwanath - 15,000 MT and estimated collection of paddy at 67% is 10,050 MT


To create an enabling environment for welfare activities


  1. Approval of the Constitution of the Corporate Social Responsibility Authority of Assam (CSRAA) and its rules and regulations to create an enabling environment for welfare activities
  2. This will help in identifying critical gaps between different sectors/departments during implementation of various schemes
  3. The CSRAB Constitution will help streamline investments through CSR funds and link them with government schemes for the overall development of the State



GMC bonds issued


The Guwahati Municipal Corporation shall issue municipal bonds under Section 124(1) of the Guwahati Municipal Corporation Act,


100 crore for ATCL


  • 100 crore will be released to the Assam Tea Corporation Limited against the budget provision for 2023-24 for payment of interest on late deposit of future funds to the Assam Tea Employees Provident Fund Organization (ATEPFO).
  • Since payment of late interest on PF is a statutory obligation and violation of such statutory obligation may apply various strict provisions of the Assam Tea Estate Provident Fund and Pension Fund Scheme Act, 1955, this decision is to pay the amount due to ATCL for the benefit of the employees will provide facilities


Draft Rules of Prosecution Service approved


Approval of draft amendments to the Assam State Prosecution Service Rules, 2023 to ensure clear procedures for recruitment in the Assam State Prosecution Service


Land for ICAI Center of Excellence


The Institute of Chartered Accountants of India (ICAI) has disposed of 10 bighas of land at North Phulung village under Barbans Mouza of North Guwahati Revenue Circle for setting up a state-of-the-art Center of Excellence in Guwahati.

Three companies, M/s Galaxy Infra, The Indian Hotels Company (Taj Kaziranga) and Bhavya Shristi Udyog Pvt Ltd, respectively, have been customer-oriented on the recommendation of the Empowered Committee for Customer-Oriented Incentives under the Industrial and Investment Policy of Assam (IIPA) Incentives will be provided.
